Some of the apparent difference in complexion could just be the lighting. Notice how that the skin on the hand in the picture, in the foreground, is as white as the skin on the face of the alleged brother.
Not that I advocate this as a fraternal activity. It never even occurred to me to have my brother touch my member in any way whatsoever.
